You need a new switch. The older Fords that have them on the dash with just a dial can be removed by a large nut in behind. Not to cheap for that one.

Take it to a mechanic shop and let them diagnose it for sure besides the gem module can only be diagnosed by a mechanic shop level scan tool, not the garden varierty at the zone or walmart.
If its a newer model year F Super Duty trucks, 99 model year to currentit could be the wiper motor that you had replaced is NOT compatible with your vehicle application. Changed ignition switch on column and GEM for other issues. Before GEM was changed the wiper issue was Tail lights, clearance lights, turning signals, don't work.
